Village of Bear Lake - May 17, 2006

The Regular Meeting of the Bear Lake Village Council was called to order by President Glen Moore at 7:30 p.m. at the Bear Lake Village Hall.

Council Present: Vern Best, Connie Guerne, Ricke Guerne (arrived at 7:37), Howard Higley, Robert Howe, Don Hyrns, Glen Moore, Michelle Mortenson and Ron Ronning

Absent: Carol Urbanus.

Guests: Dorothy Hanes and Jay Johnson.

Minutes: The April 2006 minutes were approved as presented.

Treasurer’s Report: Motion by Ricke seconded by Don to accept the Treasurer’s Report as read. Motion carried.

Bills: Motion by Robert seconded by Don to pay the bills as presented. Motion carried.

Guests: Dorothy Hanes asked for an update regarding her need to have water run to her home on U.S. 31. Council advised she gather other interested parties and submit a letter which will allow us to contact the DEQ for further advisement on this issue.

Jay Johnson (representing the Bear Lake Days Committee) requested the use of Village property to be used for the lawn mower and golf cart slalom course. Motion by Vern seconded by Robert to allow them to use the land south of the school for the slalom course on July 8, 2006 with the stipulation that must carry their own insurance and they have a spillage contingency plan in place due to the fact that the property is located in the Wellhead Protection Area. Motion carried.

Correspondence: MML, B.L. Promoters, Gockerman, Wilson, Saylor & Hesslin, M. Setzer, Manistee County Planning Co., Secretary of State Office, MI Public Service Commission and Manistee County Library.

Amend Budget: Motion by Ron seconded by Don to amend the water fund by increasing the capital outlay line item by $2,000.00 to cover the $1,820.00 payment due to the Carter's by previous agreement. Motion carried.

Bear Lake Days Parade: By resolution, a motion was made by Vern seconded by Ron to close approximately one mile of U.S. 31 on July 8, 2006 from 7:45 p.m. to 9:00 p.m. for the Bear Lake Days Parade. Motion carried.

Millage: Motion by Don seconded by Vern to set the village rate at 10.0 mills for General Fund Use. Motion carried.
By resolution, a motion was made by Ron seconded by Vern to extend the tax deadline with no penalty from September 14, 2006 to February 28, 2007. Motion carried.

Trees: Motion by Don seconded by Vern to have Thompson Tree & Stump Removal cut down a maple tree & grind the stump by Mr. Ludwig's home for $450.00 and also take down a limb on Maple street for $175.00. Motion carried.

Motion by Vern seconded by Robert to purchase a new tree and necessary items needed to plant the tree and to send the bill to the Keddie-Norconk library due to the fact that it was the snow plow driver they hired who inadvertently ran the tree over. Motion carried.

Quarterly Wellhead Protection: Vern updated the council on the activities involving the Wellhead Protection Committee. Six-grader, Nikki Slater's drawing was chosen as the Bear Lake Wellhead Protection Official Poster from the contest held at Bear Lake School. Eleventh-grader, Billie Jean Chamberlain was chosen as the Official Placemat winner from the contest.

Motion by Robert seconded by Ron to have all placemat drawings scanned and put on a CD for future use for the amount of $300.00 with payment to come out of the Wellhead Protection Grant. Motion carried.
Discussions Held On:
- An announcement will be made at the school regarding the need for summer help. Applicant must be 18 years of age.
- Sign pointing to the post office will be left in place.
- Howard will try to build up sand under fence by the water tower.
- Hopkins park is full for Memorial Day weekend as well as most of July & August.
- Will seek bids on the many sidewalk repairs needed in the Village.
- A new supplier for park materials and necessities is now being utilized with delivery made directly to the Village Hall.
- A letter will be sent to a home on U.S. 31 regarding water shut-off.
