The Regular Meeting of the Bear Lake Village Council was called to order by President Glen Moore at 7:30 p.m. at the Bear Lake Village Hall.

Council Present: Carver Edwards, Howard Higley, Robert Howe, Don Hyrns, Glen Moore, Larry Mortenson, Michelle Mortenson and Ron Ronning.

Absent: Ricke Guerne

Guests: Heather DeRidder, Jay and Jackie Johnson, Jim and Polly Ludwig, Mary Manning and Don Raiff.

Minutes: The April 2007 minutes were approved as presented.

Treasurer's Report: Motion by Carver seconded by Bill to approve the treasurer's report. Motion carried

Bills: Motion by Ron seconded by Don to pay the bills as presented. Motion carried.

Guest: Mary Manning expressed her sympathy in the passing of treasurer Connie Guerne and acknowledged her dedication to the Village over the years.
Mary also expressed her appreciation for the Village posting the Bear Lake Bulletin on the website and the willingness to pay the $30 (if applicable) to continue to have it available to website viewers.
She also announced an exciting new event in the planning stages for Bear Lake. It's tentatively named "Autumn Glory Day in Bear Lake".  October 13th is the date for the community wide event which hopes to raise money in the fight against the Milfoil issues Bear Lake is currently experiencing. They expect to have artisans, antique collectors, live music, kids activities and much more. A highlight of the event could include a scarecrow contest with entries lining the streets of Bear Lake. More details will be announced at a later date.

Guest: Jackie Johnson requested permission to use the newly purchased land on U.S. 31 in the downtown area for a diving tank during Bear Lake Days. She reassured the Village that the tank would be under 24-hr supervision plus the Manistee County Sheriff's Dept will perform extra patrols of the area.

Motion by Don seconded by Larry to allow the use of the land on U.S. 31 for the dive tank during Bear Lake Days under the condition that the Village will not be liable in the event of an accident. Motion carried.

Guest: Jim Ludwig asked for clarification on the street millage proposed.

Guest: Don Raiff gave a status report on the Milfoil issue in the lake. He acknowledged the various local groups that have donated starter money to the cause. He hopes to have an informal meeting with council members and a lawyer to discuss a possible special assessment district and what it entails. The group is making every effort to keep the citizens of Bear Lake informed on the ongoing efforts to clear the lake of the Milfoil weed.

Guest: Community member Heather DeRidder requested the opportunity to assume the position of treasurer and offered her qualifications and willingness to help the community.

Motion by Ron seconded by Carver to nominate and appoint Alice Howe to complete the term of treasurer due to the loss of Connie Guerne. Motion carried.

Motion by Carver seconded by Don to re-levy the millage originally set at 12 mills down to the maximum allowed at 10.5501 mills. Motion carried.

Motion by Ron seconded by Don to implement a new check cashing policy that states, "all checks shall be deposited within 15 days of receipt." Motion carried.

By Resolution a Motion was made by Carver seconded by Larry to close approximately one mile of U.S. 31 on July 14, 2007 from 7:45 to 9:00 p.m. to accommodate the Bear Lake Days Parade. Motion carried.

Motion by Robert seconded by Larry to close Main street between U.S. 31 to Virginia and Wise streets from U.S. 31 for Bear Lake Days on Saturday, July 14th from 6:30 a.m. to approximately 6:00 p.m. Motion carried.

Motion by Robert seconded by Don to re-hire Josh Groenwald as our summer helper with a 50¢ increase in pay. Motion carried.

Motion by Robert seconded by Carver to appoint Larry Mortenson as Hopkins Park Supervisor. Yes votes: Carver Edwards, Robert Howe, Don Hyrns, Ron Ronning and Glen Moore. Abstain: Larry Mortenson. Motion carried.

Motion by Robert seconded by Larry to have Adamczak Construction repair the pavilion roof in Hopkins Park at a cost of $1,800. Motion carried.

Motion by Robert seconded by Ron to pre-approve payment to T. Edinger for repair of various portions of sidewalks in the Village. Motion carried.

Motion by Ron seconded by Don to add Alice Howe and Gloria Edwards to the Village accounts as second signatures on checks if needed. Motion carried.

Motion by Robert seconded by Carver to pay Michelle $500 for her extra work regarding the treasurer's position. Yes votes: Carver Edwards, Robert Howe, Don Hyrns, Ron Ronning and Glen Moore. Abstain: Larry Mortenson. Motion carried.

Discussions held on:
- New treasurer Alice Howe was sworn in.
- A tree will be purchased and planted on the new property in memory of Connie Guerne.
- Alice Howe will be the main contact for garbage bags.
- Purchase of the Schmidt property on U.S. 31 has been finalized.
- Six 25mph signs will be purchased and posted within the Village.
- The Sheriff's Dept. will be contacted about a barking dog complaint.

Meeting adjourned at 8:55 p.m.
