REGULAR COUNCIL MEETING
April 16, 2008


The Regular Meeting of the Bear Lake Village Council was called to order by President Glen Moore at 7:30 p.m. at the Bear Lake Village Hall.

Council Present: Carver Edwards, Howard Higley, Alice Howe, Don Hyrns, Jim Mlejnek, Michelle Mortenson, Glen Moore, Ron Ronning, Donna Ronning and George Schafer.

Absent: Larry Mortenson

Guests: Gregg and Kim Brown

Minutes: The March minutes were approved as presented.

Treasurer’s Report: Motion by Carver seconded by Ron to accept the Treasurer’s Report as read. Motion carried. Building Fund 6,071.26
  • Equipment Fund 10,244.74

  • Minor Street Fund 23,820.66
  • Major Street Fund 41,975.27
  • Park Fund 36,906.99

Motion by Ron seconded by Don to pay bills as presented. Motion carried.

Motion by George seconded by Ron to contact our lawyer about possible options regarding falling debris and upkeep of buildings along Lake Street. Motion carried.

Motion by Ron seconded by Don to send letters to select homeowners regarding roadway obstruction and property clean-up with a follow-up with Manistee District Health Dept. Motion carried.

Motion by Don seconded by Ron to sign the Charter Communications Uniform Video Service Local Franchise Agreement. Motion carried.

Motion by Don seconded by Carver to hire Josh Groenwald back as part-time summer help at the rate of $8.00 per hour. Motion carried.

Motion by Carver seconded by Jim to have McBride Septic Systems repair three hydrants in the Village. Motion carried.

Motion by Don seconded by Jim to sign the Proposal and Contract Agreement with Dixon Engineering to perform a maintenance inspection for the amount of $1,810.00. Motion carried.

Motion by Ron seconded by Jim to close the usual streets for Bear Lake Days and allow the tennis court to be used for the Dog Contest as requested by Nancy Richard. Motion carried.

Discussions Held On:
  • Gregg and Kim Brown presented a copy of the proposed upgrades for the property next to Richmond Drug. The Council approved of the design and looked forward to seeing the improvements made.
  • The lower interest rate was discussed and the clerk will check into other interest-bearing options.
  • A general reminder regarding that work performed on Village property must be approved by the Council before changes are made.
  • Two decals will be ordered from Northern Design and Sign for the new Village truck at a cost of approx. $100.
  • Wade-Trim will be contacted regarding the agreement for the boat launch upgrades.
  • Flowers will be purchased for Hopkins Park next month.
  • A new bulletin board was purchased for the park in the amount of $535.50.
  • Council members will check on removing dead limbs and trees in the Village.
  • The Village will put the old truck for sale.
  • Two people will be present when homeowner’s water must be turned off.
