REGULAR COUNCIL MEETING
July 16, 2008


The Regular Meeting of the Bear Lake Village Council was called to order by President Glen Moore at 7:30 p.m. at the Bear Lake Village Hall.

Council Present: Carver Edwards, Howard Higley, Alice Howe, Don Hyrns, Glen Moore, Larry Mortenson, Michelle Mortenson, Ron Ronning, Donna Ronning and George Schafer.

Absent: Jim Mlejnek

Guests: Don Oswell, Dick Oswell, and Judy Kuhn

Minutes: The June minutes were approved as presented.

Treasurer’s Report: Motion by Ron seconded by Carver to accept the Treasurer’s Report as read. Motion carried.

Motion by Don seconded by Ron to pay bills as presented. Motion carried.

Guest Don Oswell gave an overview of a complaint filed against him in regards to closing the Burnham Street Access frequented by Village residents. He requested the councils official support in keeping it open for public use.

Motion by Carver seconded by Ron to prepare a letter of support in keeping the Burnham Street Public Water Access open. Motion carried.

Motion by Ron seconded by Don to purchase a $185.00 foot operated sanitary latch for the waste disposal unit in the park in order to comply with the state guidelines. Motion carried.

Motion by Don seconded by Larry to purchase a new chainsaw if replacement parts for the current chainsaw are unavailable. Motion carried.

Motion by George seconded by Ron to give the current clerk and treasurer a raise. Motion carried.
Discussions Held On:

- A 3-year customer service agreement between the Village and Allied Waste was discussed. Council will revisit the issue at the next meeting.
- Manistee County Sheriff's Office sent a booklet explaining the Michigan Emergency Management Assistant Compact. The Council will review booklet.
- A report regarding complaints in the park were addressed. Signs will be printed in an effort to curtail dogs running free in the park and on the beach. Signs will also be made in an effort to give fisherman/women a place to park vehicles and trailers.
- The Manistee County Road Commission hopes to repair the roads within the next month or so.
- A complaint was received about residents water their lawns consistently on off hours. A letter will be sent to each homeowner.
- A water tank inspection will be held sometime late summer/early fall.
- The running board repair on the dump truck will be approximately $2,000.
- Inspections regarding a few buildings in the downtown area will be held before fall.
- Advertising on the Village website was discussed with the Council declining to offer this service to businesses at this time.
- Four council members, the president, clerk and treasurer positions will be on the November ballot.
